Congressman Steve Kagen (center) spoke during Wednesday morning's Grow North Regional Economic Development Corporation meeting at the Northern Advantage Job Center in Rhinelander to discuss health care and other issues. The Appleton Democrat called for passing legislation to raise the federal cigarette tax to help pay for children's health care coverage.
