City action allows for pre-employment agreement for police officers

The Rhinelander City Council adopted a resolution Monday providing for lateral entry into the Rhinelander Police Department.
In a relayed move the council also approved a pre-employment agreement for use at the Rhinelander Police Department.
The pre-employment agreement calls for penalties for early termination of employment, either voluntarily or by action of the department. If the officer is terminated during the first year, the penalty would be $6,000. During the second year the penalty would be $4,000 and if the officer is terminated during the third year, the penalty would be $2,000. After three years from the date of hire, no penalty would be imposed.
Police Chief Mike Steffes said there were five or six officers that have asked about lateral entry into the Rhinelander Police Department. Lateral entry provides for an officer with experience in other departments to be hired with pay, vacation and prior years of service taken into account.
In other action the council:
- Approved the write-off of delinquent personal property tax balances after chargeback in the total amount of $3,996.32.
- Accepted the YMCA proposal for lifeguard coverage at Hodag beach for the summer of 2007 at a cost not to exceed $10,000. The funds will come from room tax monies. Water testing at Hodag beach at a total cost of $500 will be split between the City and county.
- Approved a conditional use permit for Lynda Rosner to erect a new tavern at 312 Thayer Street.
- Approved a site plan for a three unit commercial building at 1218 and 1220 Lincoln Street.
- Gave approval to Wisconsin River Cruises to dig a well for a private water system at their site near the intersection of Highways 8 and 47. And both water and waste water rate increases were approved. The rate increase for water will be 12.3 percent. The waste water rate increase will be 16 percent each year for the next four years with money going to fund a new plant.
